LFR prepared the Report in accordance with Monitoring
and Reporting Program (MRP) No. R5-2005-0815. The Annual Report states there are two
MRPs for this Site, but this is not the case. MRP No. R5-2003-0824 was replaced by MRP
No. R5-2005-0815.
The Annual Report describes groundwater monitoring during the third and fourth quarters of
2007 and summarizes results for all of 2007. Groundwater samples were taken from the nine
monitoring wells located on-site and off-site and tested for total petroleum hydrocarbons as
gasoline (TPHg), TPH as diesel (TPHd), benzene, toluene, ethylbenzene, and xylenes
(collectively BTEX) and the five ether-based oxygenates, including methyl tertiary butyl ether
(MTBE).
Since March 2005, KMEP has been sampling for monitored natural attenuation (MNA)
parameters. The highest concentrations of TPHg, TPHd, benzene, and MTBE were
140,000 ug/l, 5,700 ug/I, 17,000 ug/I, and 130,000 ug/l, respectively. The highest TPHg, TPHd,
and MTBE were in well SP/M-9, and the highest benzene was in well SP/M-10. Both these
are on-site shallow wells located north and east, respectively, of the manifold area. The
groundwater flow direction was to the north in May 2007 and to the east in October 2007. The
average gradient was 0.002 feet per foot. According to LFR, MNA evaluation in conjunction
with the concentration trends shows that biodegradation of petroleum hydrocarbons is
occurring.
Staff also reviewed LFR's 18 May 2007 Summary of Remedial Activities (Summary), which
discusses 10 remedial technologies evaluated and/or implemented at the Site or at nearby
sites. KMEP has not implemented any active groundwater remediation at the Site. In the
Summary, KMEP deemed four of the technologies to be inappropriate or ineffective based on
Site conditions and constraints. These are site-wide excavation, dual phase extraction (DPE),
groundwater extraction, and soil vapor extraction (SVE).
California Environmental Protection Agency
00 Recycled Paper
