The Semi-Annual and Annual Reports <br /> discuss the groundwater monitoring activities and summarize remedial activities. The Annual Report <br /> proposes changes to Monitoring and Reporting Program (MRP)No. R5-2003-0824. <br /> We have the following comments on the Semi-Annual and Annual Reports: <br /> 1. The cover letter to the Semi-Annual Report refers to both the current and previous MRP. Once a <br /> new MRP is issued, it rescinds the previous MRP. Therefore, there is no reason to reference it <br /> unless discussing previous monitoring. <br /> 2. The Annual Report proposes discontinuing all monitoring for ethanol, di-isopropyl ether, and <br /> ethyl tertiary butyl ether. KMEP has not meet the "maximum detection limit" required by the <br /> MRP. KMEP may only eliminate sampling of a fuel oxygenate from a monitoring well once it <br /> has been sampled during the second and fourth quarters with both sampling events resulting in <br /> non-detectable results at the maximum practical quantitation limit listed in the MRP. <br /> Regional Board staff concurs with decreased monitoring for SP/M-9 and SP/M-10. Therefore, attached <br /> is a draft revised MRP. By 22 April 2005,please provide comments,practical quantitation limits for the <br /> monitored natural attenuation parameters listed on page 2, and a figure showing all wells associated with <br /> the site labeled as "Figure 1."
