The
Report discusses the groundwater monitoring activities conducted in October 2002 and February 2003.
The Work Plan proposes to install two monitoring wells to further delineate the extent of petroleum
pollution, phased approach for the application of nitrate to the surface as a remedial alternative, and
modifications to Monitoring and Reporting Program(MRP)No. 5-01-821.
KMEP will collect groundwater samples from monitoring well SP/M-1 for bench scale testing to
determine the amount of nitrate to apply to the surface and the rate of petroleum degradation. If bench
scale testing results are favorable, KMEP will apply nitrate on a 30-foot square area for a three-month
period to test the effectiveness of the nitrate solution. Depending on precipitation during the time of the
application, KMEP may apply the nitrate using a sprinkler system. If the bench-scale testing results
show modifications are needed to the proposed design or are not favorable,KMEP will submit a report
of the bench scale testing results.
Regional Board staff concurs with the Work Plan. By 14 July 2003, submit comments on the attached
draft MRP. If bench scale testing results are not favorable,by 25 July 2003, please submit the results of
the bench scale testing and modifications to the nitrate application design, if needed. If the bench scale
testing results are favorable,by 5 September 2003, submit an investigation report detailing the
monitoring well installations and one-month status summary of the nitrate application results.
