Mr. Steve G. Tostengard -2- 10 March 1992 <br /> Based on the foregoing, we require that you submit by 7 April 1992 a technical <br /> report which provides the following: <br /> 1 . A summary of all data collected to date and an interpretation of the data; <br /> 2. An evaluation of the effectiveness of the existing extraction system and <br /> alternative systems, and rationale for selection of the system. <br /> 3. A work plan for delineation of the horizontal and vertical extent of soil <br /> and ground water contamination. <br /> Furthermore, since fuel products have spilled into the soils and ground water <br /> underlying SFPP's fuel terminal in Stockton, thereby degrading the ground <br /> water quality and impairing the beneficial uses of the state's waters, Board <br /> staff oversight is necessary to ensure that SFPP abate the pollution' s threat <br /> to the ground water quality by ade uately cleaning up the site. The <br /> Aboveground Petroleum Storage Act �APSA) allows the Board to recover <br /> reasonable expenses incurred in overseeing the cleanup and abatement efforts <br /> which result from a spill or leak at a tank facility. Reimbursed monies for <br /> staff oversight will be deposited in the Environmental Protection Trust Fund <br /> (EPTF) , created by APSA. Therefore, as I discussed with you by telephone on 5 <br /> March 1992, SFPP is required to reimbursed the EPTF for monies expended by the <br /> Board to oversee the cleanup of the terminal ' s soil and ground water. <br /> By copy of this letter, the State Board will initiate the billing cycle and <br /> you should receive your first bill soon.
