Box 2009 FERIf1T/SERVICES
Stockson, CA 95201
Subject: 3515 Navy Drive - Stockton Plant
Attention Mr. Harlin D. Knoll , Sanitarian
Gentlemen:
We refer to our recent conversations with Mr. Harlin D. Knoll concerning
groundwater contamination and our installed continuous recovery system.
On July 10, 1986, we reported to you that we had recovered 1,700 gallons
of hydrocarbon and today the total is approximately 3,200 gallons. Re-
covery is now slow which supports our estimated release of 5,000 gallons
in our letter to your of April 29, 1986. Between now and the end of the
year, we will carefully plot the recovery rate to see what more can be
done , if anything, to recover the remaining product.
The groundwater pumped to recover the hydrocarbon varies from 4,000 -
8,000 gallons per day and we currently transport it to our Martinez
Refinery for handling and disposal . We are, however, negotiating with
the City of Stockton with a view to making a connection into their
sewer for disposal to their plant.
We hired Harding Lawson Associates to sample and analyze the level of J
water contamination and we forward their report for your records together
with a copy of the well layout plan.
We would appreciate, by copy of this letter to the RWQCB, the Board's
ourireturningregarding
waterrequired
iintolevel
the adjacent delta cleanliness
permit
delta waterway.
Please call me at 1-800-447-4355, Ext. 586, if you have any questions.
Ver truly yours,
R. ack
Health, Safety & Environmental Manager
ern Distribution Area
MJ8722903
