Site Investigation Work Plan <br /> Equilon Bulk Fuel Facility- Stockton Plant <br /> 3515 Navy Drive, Stockton, California <br /> Dear Mr. Isorena: <br /> On behalf of Equiva Services LLC,Toxichem Management Systems, Inc. (TOXICHEM) has <br /> prepared this work plan in response to the California Regional Water Quality Control <br /> Board-Central Valley Region (CVRWQCB) letter dated June 8, 2000 regarding the site <br /> referenced above. The purpose of this proposed work is to define the lateral extent of petroleum <br /> hydrocarbons in the northeast section of the facility. <br /> This work plan includes a site description and the proposed scope of work. <br /> SITE DESCRIPTION AND BACKGROUND <br /> The site is an operating petroleum product distribution terminal situated in an industrial area on <br /> the northeastern side of Rough and Ready Island in Stockton, California(Figure 1). <br /> Groundwater monitoring has been performed at the site since August 1991. The groundwater <br /> monitoring program consists of measuring groundwater elevation, monitoring for separate-phase <br /> hydrocarbons (SPH), and sampling 29 on-and off-site groundwater monitoring wells. <br /> Groundwater currently ranges from approximately 6 to 13 feet below ground surface(bgs), but <br /> has historically fluctuated to greater than 24 feet bgs. Groundwater flow direction and gradient <br /> is typically to the south and southwest at a gradients ranging from 0.02 to 0.005 <br /> Site remediation consisting of groundwater extraction (GWE) is currently in progress at the site <br /> in accordance with Cleanup and Abatement Order 94-705 Additionally, the GWE system is <br /> scheduled to be restarted. <br /> PROPOSED SCOPE OF WORK <br /> The following proposed scope of work will provide information regarding the lateral extent of <br /> petroleum hydrocarbons in the northeast section of the facility.
