Box 7869 <br /> Burbank, CA 91510-7869 <br /> COMMENTS ON MONITORING REPORTS, EQUILON BULK FUEL FACILITY, <br /> STOCKTON, SAN JOAQUIN COUNTY . <br /> I have reviewed the 18 February 2000 Annual Monitoring Report (Annual Report) and the 14 April 2000 <br /> Quarterly Monitoring Report submitted by your consultant, Toxichem Management Systems, Inc., for <br /> the Rough and Ready Island Equilon Bulk Fuel Facility in Stockton. My comments on the reports are <br /> presented below. <br /> 1. The Annual Report states that Equiva operated the groundwater extraction and treatment system <br /> (GWETS) and soil vapor extraction and treatment system (SVETS) as Attachment 1 shows. Tables 1 <br /> and 3 provide the periods of operation of the GWETS and WETS. Tables 2 and 4 show the mass <br /> removed by each system. As the tables show, the GWETS has been operating very intermittently <br /> since 1993 and the SVETS operated for less than a year in 1998. In spite of a much longer operating <br /> time for the GWETS, it has removed much less contaminant mass than that removed by the SVETS. <br /> In less than a year, the SVETS removed more than 64 times more benzene and 76 times more times <br /> total purgeable petroleum hydrocarbons (TPPH) than what the GWETS removed in seven years. <br /> Therefore, Equiva needs to resume operation of the WETS. <br /> 2. The Annual Report states that an additional groundwater extraction pump will be installed in <br /> MW-13. Equiva needs to provide the schedule for installation of this pump. <br /> 3. Concentration maps in both reports show elevated levels of benzene,methyl tertiary butyl ether, total <br /> extractable petroleum hydrocarbons, and TPPH in the northeast section of the facility in the vicinity <br /> of MW-11, MW-16, and MW-17.
