Box 4848 <br /> Anaheim, CA 92803 <br /> MONITORING WELL INSTALLATION WORK PLAN, SHELL OIL COMPANY, STOCKTON <br /> BULK FUEL TERMINAL, SAN JOAQUIN COUNTY <br /> I have reviewed Pacific Environmental Group (Pacific), Inc.'s 30 September 1994 work plan to install a <br /> monitoring well (MW) at your StOcktor, terminal and perforin additional Geoprobe work offsite and east <br /> of the terminal. <br /> The work plan proposes to install MW-28 downgradient of secondary source area (SSA) 3 to identify the <br /> limit of SSA 3 contamination in the ground water (see Figure 1). My 6 September 1994 letter stated my <br /> concurrence with Pacific's proposal to install MW-28 in the vicinity of Geoprobe sample location G-8. <br /> This letter reiterates that concurrence, but my further review of the data shows that one MW may not be <br /> adequate to monitor the areas downgradient of SSA 3. Therefore, I recommend that another MW be <br /> placed in the vicinity of the northeast corner of Hooper and Navy Drives. The well(s) will be installed in <br /> conjunction with the additional Geoprobe work planned for the offsite area east of the terminal. This <br /> Geoprobe work is awaiting right-of-entry access with the property owners. Please inform me at least <br /> 48 hours prior to initiation of field work so that I may be present to observe and/or split samples. <br /> For your use, the analytical results of ground water samples taken by Board staff during the Geoprobe <br /> investigation on 19 July 1994 are enclosed and summarized in Table 1. The results show chlorinated <br /> hydrocarbons only in samples taken from G-4 [4.6 µg/I 1,2-dichloroethane] and G-16 (0.2 µg/l cis-1,2- <br /> dichloroethylene). Results of samples taken west of Hooper Drive did not show any chlorinated <br /> hydrocarbons. To confirm these results, the newly-installed well(s) must be tested for halogenated <br /> hydrocarbons using U.S. EPA Method 601 or 8260. <br /> By 30 November 1994, please address the above comments and submit a time schedule to implement the <br /> work plan if the access agreement with Mr. Sullivan has been finalized. <br /> You may call me at (916) 255-3049 if you have any questions. <br /> Nl. �� v <br /> PHILII�`S.
