CLEANUP AND ABATEMENT ORDER NO. 94-705 -4- <br /> SHELL OIL COMPANY <br /> STOCKTON TERMINAL <br /> SAN JOAQUIN COUNTY <br /> Overall Site Remediation <br /> f. By 1 September 1994, submit a report on the soil vapor extraction pilot test. <br /> g. By 1 October 1994, submit the soil vapor/ground water extraction system design. <br /> h. By 1 December 1994, start operation of the soil vapor/ground water extraction <br /> system. <br /> i. By 1 August 1995, submit an evaluation report on deeper water bearing zone <br /> contamination in the vicinity of DW-1. If the Executive Officer determines that <br /> vertical definition of contamination is necessary, by 15 September 1995, Shell <br /> shall submit a time schedule for submission of a work plan and investigation <br /> report. Upon approval by the Executive Officer, the time schedule shall become <br /> part of this order. <br /> j. Upon startup of the remediation system[s], operate the remediation systems] <br /> continuously, except for periodic and required maintenance. Any interruptions in <br /> the operation of the remediation system[s], other than maintenance, shall be <br /> reported quarterly to the Board. The report shall include the times and dates <br /> equipment was not working; cause of shutdown; and a corrective action plan with <br /> a time schedule for implementation to ensure similar shutdowns do not recur. The <br /> approved schedule shall become an enforceable part of this Order. <br /> k. Ensure that the ground water extraction system[s] "zone of capture"completely <br /> envelops and controls the contamination plume[s] (lines of zero contamination in <br /> all water bearing zones). If ground water monitoring and sampling results <br /> indicate that any part of the contamination plume[s] is not within the "zone of <br /> capture", the Discharger shall resample the following month. If noncontainment <br /> is confirmed, the Discharger shall submit within 30 days of receiving the sample <br /> results a Contingency Plan to mitigate the condition. The proposed actions shall <br /> be completed within 60 days of approval of the Contingency Plan. The issues <br /> regarding the the deeper water bearing zones are still under consideration and are <br /> being addressed under Item i. <br /> 1. Maintain a sufficient number of monitoring wells to completely define and <br /> encompass the contamination plume[s] (lines of zero contamination in all water <br /> bearing zones). If ground water sampling results indicate that contamination has <br /> migrated to or past any of the outermost or deepest monitoring wells, the Dis- <br /> charger shall resample the following month. If contamination is confirmed, the <br /> Discharger shall submit within 30 days of receiving the sample results a work plan <br /> for installing additional monitoring wells. The additional wells shall be installed <br /> and sampled within 60 days of approval of the work plan. The issues regarding <br /> the the deeper water bearing zones are still under consideration and are being ad- <br /> dressed under Item i. <br />
