The QMR discusses the groundwater monitoring activities
conducted in August and status of the groundwater extraction and treatment system (GWETS).
The Annual Report discusses the groundwater monitoring activities conducted in November,
trends observed in 2003, and performance of the GWETS.
We have the following comments on these reports:
1. Some of the figures in the QMR show concentrations with a"d" qualifier but the qualifier
is not explained. Shell needs to provide definitions for qualifiers used in tables and
figures.
2. The Annual Report refers to correspondence with the City of Stockton regarding the
discharge from the GWETS. Shell needs to provide Regional Board staff with copies of
this correspondence.
3. The figures in the Annual Report show a proposed well location, but the text does not
discuss the proposed well location.
The Annual Report proposes to evaluate alternative technologies to pollution remediation and to
evaluate the need for additional delineation activities after two additional quarters of data are
collected from monitoring well MW-35. Regional Board staff concurs with these
recommendations. By 2 April 2004,please provide copies of the correspondence with the City
of Stockton regarding the GWETS. By 16 April 2004, submit a feasibility study work plan that
will outline the remedial alternatives Shell proposes to evaluate and what tests, analytical
California Environmental Protection Agency
Co Recycled Paper
