CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> MONITORING AND REPORTING PROGRAM NO. R5-2005-0810 <br /> CALIFORNIA WATER CODE SECTION 13267 <br /> FOR <br /> SHELL OIL PRODUCTS US,BULK FUEL TERMINAL <br /> STOCKTON, SAN JOAQUIN COUNTY <br /> Shell Oil Products US (Discharger) owns and operates a bulk fuel terminal at 3515 Navy Drive <br /> on the northeastern portion of Rough and Ready Island at the Port of Stockton(site). Facility <br /> operations began in 1940 and have resulted in petroleum hydrocarbon pollution of soil and <br /> groundwater. This pollution impaired the beneficial uses of this water resource. Groundwater is <br /> first encountered at about 10 feet below ground surface. Local groundwater flow is generally to <br /> the west-southwest. The Discharger has historically operated a soil vapor extraction(SVE) <br /> system and a groundwater extraction and treatment (GWET) system. The Discharger no longer <br /> operates the SVE system but has continued to operate the GWET system. <br /> This Monitoring and Reporting Program (MRP) is issued pursuant to Section 13267 of the <br /> California Water Code and is necessary to delineate groundwater pollutant plumes and determine <br /> whether remediation efforts are effective. Existing data and information about the site show the <br /> presence of various chemicals, including total petroleum hydrocarbons (TPH) as gasoline and <br /> diesel, benzene, toluene, ethylbenzene, xylenes, methyl tertiary butyl ether(MTBE), tertiary butyl <br /> alcohol (TBA), di-isopropyl ether (RIPE), ethyl tertiary butyl ether(ETBE), tertiary amyl methyl <br /> ether(TAME), ethanol and methanol, emanating from the property under the control of the <br /> Discharger. The Discharger shall not implement any changes to this MRP unless and until a <br /> revised MRP is issued by the Executive Officer. This MRP replaces the requirements listed in <br /> MRP No. 5-01-815, which was issued on 28 March 2001. <br /> Prior to construction of any new groundwater monitoring or extraction wells, and prior to <br /> destruction of any groundwater monitoring or extraction wells, the Discharger shall submit plans <br /> and specifications to the Regional Board for review and approval. Once installed, all new wells <br /> shall be added to the monitoring program and shall be sampled and analyzed according to the <br /> schedule below. <br /> GROUNDWATER MONITORING <br /> As shown on Figure 1, there are 35 shallow zone monitoring wells and one deep zone monitoring <br /> well. The groundwater monitoring program for the 36 monitoring wells and any wells installed <br /> subsequent to the issuance of this MRP, shall follow the schedule below. If sampling <br /> requirements for elimination of constituents have been met under the previous MRP, the <br /> Discharger is not required to sample for those constituents again based on the new requirements. <br /> Monitoring wells with free phase petroleum product or visible sheen shall be monitored, at a <br /> minimum, for product thickness and depth to water. The volume of extracted groundwater also <br /> shall be provided in monitoring reports. Sample collection and analysis shall follow standard <br /> EPA protocol. <br />
