Mr. Jeff Goold • - 2 - • 15 September 2004
4. The Delineation Work Plan proposes to backfill the temporary casing with the drill cuttings or
bentonite grout. The borings with the temporary casing should not be left overnight and
therefore backfilling should only be necessary when the temporary casing is removed.
5. The Delineation Work Plan proposes to filter the samples to be analyzed for total petroleum
hydrocarbon as diesel samples if the turbidity is greater than 10 nephelometric turbidity units.
Shell must not filter any of the samples. The water quality objectives for TPH are based on
unfiltered water and therefore the results of filtered samples are not useable for evaluating the
extent of pollution.
6. Shell needs to use global positioning satellite for surveying the temporary boring locations. The
locations of these borings are needed for future figures and to locate the best location for
proposed monitoring wells.
Regional Board staff concurs with the Revised FS Work Plan provided that Shell responds to comments
1 and 2 above and submits the ORCO injections work plan, and peroxide and permanganate injections
work plan, if needed. By 19 November 2004, provide responses to comments 1 and 2 and submit a
work plan for ORCO injections and any other pilot testing proposed at the site.
Regional Board staff also concurs with the Delineation Work Plan provided that Shell incorporates
comments 3 through 6. By 14 January 2005,please submit the well installation work plan and results
from the grab groundwater samples, including boring and well development logs.
