The Report discusses the groundwater monitoring activities conducted in May.
We have the following comments on the Report:
1. Shell states the Report was prepared in accordance with Cleanup and Abatement Order (CAO)
No. 94-705. CAO No. 94-705 was rescinded on 7 July 2003. Shell needs to prepare monitoring
reports in accordance with Monitoring and Reporting Program No. 5-01-815.
2. Based on the pollutant isoconcentration figures, the extent of petroleum hydrocarbon pollution is
not defined to the west of MW-33. Shell needs to collect additional data from the newly installed
monitoring well and propose additional delineation activities in the Annual Report.
3. The Report shows concentrations of various pollutants above historical highs, but does not
discuss possible reasons for the increases and states the results are consistent with historical data.
Shell needs to discuss these unusually high results and provide rationale to explain how these
results are consistent with historical data when the concentrations are above the historical high.
The next quarterly monitoring report is due by 30 October 2003 and needs to address the above
comments.
