Based on correspondence with Mr. Tinline, Equiva Services LLC (Equiva) still has not <br /> completed the access agreement with the POS. Therefore,by 11 January 2002,please submit an <br /> investigation report for the work already completed as requested our 27 April 2001 letter approval of the <br /> 20 April 2001 Site Investigation Work Plan. <br /> In our 30 October 2001 letter(Letter), we stated we would prepare the Notice of Applicability for the. <br /> General Order for Discharge to Surface Waters of Groundwater Cleanup of Petroleum Fuel Pollution. <br /> However, the Letter did not include the State Implementation Policy(SIP) requirements. The SIP <br /> requires the discharger named in the National Pollutant Discharge Elimination System (NPDES)Permit <br /> to collect effluent and receiving water samples and analyze the samples for a variety of potential waste <br /> constituents. This monitoring is in addition to the monitoring required by the NPDES Permit. Attached <br /> are the effluent and receiving water monitoring requirements.
