<br /> Attachment III -Dioxin and Furan Sampling
<br /> Section 3 of the State Implementation Plan requires that each NPDES discharger conduct
<br /> sampling and analysis of dioxin and dibenzofuran congeners. The required number and
<br /> frequency of sampling are as follows:
<br /> o Major NPDES Dischargers once during dry weather and once during wet weather
<br /> for each of three years, for a total of six samples.
<br /> o Minor NPDES Dischargers—once during dry weather and once during wet weather
<br /> for one year during the three-year period, for a total of two samples.
<br /> Each sample shall be analyzed for the seventeen congeners listed in the table below.
<br /> High Resolution GCMS Method 8290,or another method capable of individually
<br /> quantifying the congeners to an equivalent detection level, shall be used for the analyses.
<br /> Sampling shall start during winter 2001/2002 and all analyses shall be completed and
<br /> submitted by 1 November 2004. Sample results shall be submitted along with routine
<br /> monitoring reports as soon as the laboratory results are available.
<br /> For each sample the discharger shall report:
<br /> o The measured or estimated concentration of each of the seventeen congeners
<br /> o The quantifiable limit of the test(as determined by procedures in Section 2.4.3,No. 5
<br /> of the SIP)
<br /> o The Method Detection Level(MDL) for the test
<br /> o The TCDD equivalent concentration for each analysis calculated by multiplying the
<br /> concentration of each congener by the Toxicity Equivalency Factor(TEF) in the
<br /> following table, and summing the resultant products to determine the equivalent
<br /> toxicity of the sample expressed as 2,3,7,8-TCDD.
