CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> MONITORING AND REPORTING PROGRAM NO. <br /> EQUILON ENTERPRISES, LLC <br /> BULK FUEL TERMINAL <br /> SAN JOAQUIN COUNTY <br /> The Equilon Bulk Fuel Terminal is at 3515 Navy Drive on the northeastern portion of Rough and <br /> Ready Island in Stockton. Facility operations,which began in 1940,have resulted in petroleum <br /> hydrocarbon pollution of soil and groundwater beneath the facility. Groundwater is first <br /> encountered at about 10 feet below ground surface. Local groundwater flow is generally to the <br /> west-southwest. <br /> This Monitoring and Reporting Program (MRP) is issued pursuant to Section 13267 of the <br /> California Water Code and is designed to delineate groundwater pollutant plumes and determine <br /> whether remediation efforts are effective. Equilon Enterprises, LLC (hereafter Discharger) shall <br /> not implement any changes to this MRP unless and until a revised MRP is issued by the <br /> Executive Officer. This MRP replaces the requirements listed in MRP No. 94-801,which was m <br /> issued on 10 February 1994. <br /> Prior to construction of any new groundwater monitoring or extraction wells, the Discharger shall <br /> submit plans and specifications to the Board for review and approval. Once installed, all new <br /> wells shall be added to the monitoring program and shall be sampled and analyzed according to <br /> the schedule below. <br /> GROUNDWATER MONITORING <br /> Figure 1 shows there are 29 groundwater MWs at the facility. Except for DW-2, all the MWs are <br /> screened in the shallow groundwater zone. MWs with free phase petroleum product or visible <br /> sheen shall be monitored for product thickness and depth to groundwater only. Tables 1 and 2 <br /> show the constituents of concern(COCs) and the sampling frequencies for the 29 MWs. Any <br /> wells installed subsequent to the issuance of this MRP shall be monitored quarterly for depth to <br /> groundwater; total petroleum hydrocarbons as diesel and gasoline; benzene, toluene, <br /> ethylbenzene, and xylenes; lead; and fuel oxygenates, including methyl tertiary butyl ether <br /> (MTBE), di-isopropyl ether(DIPE), ethyl tertiary butyl ether (ETBE), tertiary amyl methyl ether <br /> (TAME), tertiary butyl alcohol (TBA), ethanol, and methanol. If results are nondetectable for <br /> lead and fuel oxygenates in a well, no further monitoring is required for these constituents. If lead <br /> or a fuel oxygenate is detected, it shall be added to the quarterly monitoring program for the well <br /> in which it was detected. Sample collection and analysis shall follow standard EPA protocol. <br />
