l Ms. Carol Campagna • 3 - • 16 January 2009
Shell Stockton Terminal
alternatives could include pulsed operation of the DPE and, if proven feasible,
implementation of the AS/SVE remedial option. Shell will need to evaluate and consider all
these options before we would concur with monitored natural attenuation (MNA), which,
during an 8 February 2007 meeting Mr. Daniel F. Walsh of Shell stated was infeasible at
this site. Additionally, MNA evaluation relies on the long-term collection of groundwater
parameters that has not yet been implemented.
By 13 February 2009, please submit a work plan detailing the number of extraction wells
required to dewater each SA and a schematic of the DPE extraction system treatment train
and sampling ports. The work plan must be accompanied by a proposed installation and
startup schedule that includes a time line for obtaining all necessary permits and procuring all
necessary equipment.
If you have any questions re arding this letter, you may contact me at (916) 464-4811 or
betaylor@waterboards.ca v.
BRIAN TAYLOR, G.
Engineering Ge ogist
cc: Ms. Margaret Lagorio, San Joaquin County Environmental Health Department, Stockton
Mr. Jeff Gaardner, Conestoga-Rovers and Associates, Sonoma
Mr. Jeffery D.
