Mr.'Carol Campagna -3- 10• February 2010
Shell Stockton Terminal •
sampling and analysis plan must be amended to include influent TPHd vapor sampling in
500 milliliter sorbent tubes and analysis by EPA Method TO-17.
4. Vapor sampling conducted in 2008 showed that TPHg and benzene vapors are present in
the soil in the vicinity of the Site office at concentrations as high as 25,000,000 micrograms
per cubic meter (Ng/m3) and 150,000 Ng/m3, respectively. However, no indoor air sampling
was conducted to determine whether the vapors are present inside the building. Shell
should consider conducting indoor air sampling to verify that the sparging operation does
not cause diffusion of hydrocarbon vapors into indoor air at concentrations that present
human health hazard.
5. The tentative AS/SVE construction schedule appears to estimate that startup of the system
may occur around October 2011. Please present the schedule in the form of a Gantt chart
in the well installation work plan to elucidate the construction schedule.
By 7 May 2010, please submit the well installation work plan.
