Page 9 <br /> 7.0 Summary <br /> r Based on available information, there is a significant risk of hazardous <br /> waste involvement within the proposed project area. This risk varies <br /> dependent upon partial/total take of a parcel as well as the depth of any <br /> excavation within the project area. Additional assessment and possibly <br /> technical investigations will need to be conducted during formal <br /> environmental studies. It is recommended that time and costs for <br /> investigation and possible cleanup be included in the project schedule. <br /> The landowner is responsible to report and to remediate any contamination <br /> found on his/her site. However, in order to quantify contamination a site <br /> investigation should be conducted. The investigation would consist of <br /> borings actually drilled on site at various depths and samples taken to <br /> determine the depth and width of the plume, the specific types of <br /> contaminates and their concentrations. If an investigation has not been <br /> conducted it is almost impossible to predict what one may find. And though <br /> it is the responsibility of the landowner, most have not performed a site <br /> investigation and therefore do not know if they have contamination and to <br /> what extent nor do they have t_he financial means' to address the situation. <br /> There is an account which does provide funds to help the landowner and <br /> some have taken advantage of it despite the mounds of paper work and the <br /> long wait. <br /> Since the sites in Categon, I are known and listed with the local agencies, <br /> chances are these sites have begun some process of site assessment and the <br /> landowners should have some idea as to what/when clean up of <br /> contamination should cost/start. <br /> Some analysis should be considered regarding the purchase or partial take <br /> of the parcels involved. EXAMPLE. If we do not plan to actually purchase the <br /> property and the depth of excavation is less than five feet then chances are <br /> we will not encounter contamination during excavation and if we do cost of <br /> cleanup should be bore by the landowner. If we do plan to purchase the <br /> property, then find out how close the property owner is to defining the <br /> plume of contamination, estimate the remainder of work to be completed <br /> and how aggressive the landowner is and evaluate if all work will be <br /> completed in time to meet your deadline. <br /> However, should it be necessary to investigate/remediate the three sites in <br /> Category I, the eight.sites in Category H and the sig sites in Category III at <br /> an approximate cost of $300,000 per site or total cost of $4,800,000. <br /> Should the Category III sites not impede the project limits and it is <br /> necessary to investigate/remediate only the sites in Categories I and Il the <br /> cost could be $3,000,000 or more. These estimates may cover costs to <br /> clean up soil contamination only in parcels necessarily purchased as part of <br /> this project. <br />
