r <br /> P <br /> Nr <br /> k" KLEINFELDER <br /> File No. 20-3941-01.E01 <br /> April 11, 1996 <br /> PROPOSAL <br /> LEMMD SUBSURFACE INVESTIGATION <br /> HIGHWAY 120/McHENRY AVENUE <br /> EMPROVEMENT PROJECT <br /> ESCALON,CALIFORNIA <br /> INTRODUCTION <br /> Meinfelder is pleased to present this proposal to City of Escalon, California. This proposal was <br /> developed to assess if selected contaminants of concern are present at the specific depths and locations <br /> specified by Mr.Bonaventure Ezeji, P.E., Environmental/Civil Engineer of District 10 of the State of <br /> California Department of Transportation (CALTRANS-10). Mr. Ezeji specified the boring locations, <br /> sample depths, and general project approach in an April 8, 1996 meeting with Mr. Marvin Miller of <br /> Nolte Engineering and Messrs. Ron Heinen and Tony Martin of Kleinfelder. This proposal was <br /> formulated using Kleinfelder's current understanding of the site conditions and is a preliminary <br /> understanding of Mr. Tom Clark and City of Escalon's desires and requirements. We prepared this <br /> proposal based on information usually requested in a workplan/proposal by the San Joaquin County <br /> Public Health Services Department Environmental Health Division (PHS/ERD) and the State of <br /> California Regional Water Quality Control Board Central Valley Office(RWQCB). <br /> Kleinfelder is committed to providing a high level of service to its clients, commensurate with their <br /> wants and needs. If a portion of this proposal does not meet the needs of the client, or if those needs <br /> have changed,Kleinfelder stands ready to consider appropriate modifications, subject to the standards <br /> of care to which we adhere as professionals. Modifications such as changes in scope, methodology, <br /> scheduling, and contract terms and conditions may result in changes to the risks assumed by the client, <br /> as well as adjustments to our fees. We look forward to the opportunity to serve you. <br /> BACKGROUND <br /> The area of the intersection of California State Highway 120 (Hwy. 120) and McHenry Avenue is <br /> scheduled for an improvement project which involves the rerouting of Hwy. 120, the widening of Hwy. <br /> 120, the straightening of Hwy. 120, and other miscellaneous improvements to both roadways. In an <br /> attempt to limit their liability and to satisfy the requirements of CALTRANS-10, the City of Escalon <br /> requested 'statements of qualifications from several qualified environmental consulting firms. <br /> Kleinfelder was chosen as the consultant. Later the scope of work was modified to evaluate if selected <br /> contaminants of concern are present at the specific depths and locations specified by Mr. Bonaventure <br /> Ezeji, P.E., CALTRANS-10.
