10/22/1997 11: 13 9153519357 FARR ASSOCIATES PAGE 02
FARR ASSOCIATES
Environmental,Engineering and Geohydmlogy
October 22, 1997
via facsimile and U.S. Mail
Donald T.Bradshaw, R.G.
Principal Hydrogeologist
Levine-Fricke-Recon
1900 Powell Street, 12'h Floor
Emeryville,CA 94605
Subject: Abandonment of Monitoring Well MW-21, Lincoln Center, Stockton, California
Dear Mr. Bradshaw:
In response to your letter to A.J. Birkbeck dated October l6. 1997,Lincoln Properties Limited
(LPL)has specific concerns regarding Levine Fricke Region's procedures for dxe abandonment of
monitoring well MW-21. Specifically, LPL is concerned with LFR's plan for the subgrade and
finished surface in the parking lot, It is LPL's opinion that the topping off of the abandoned
MW-21 hole with aggregate concrete will pose a problem to LPL during subsequent paving and
grading of the parking area Demoliton and disposal of the aggregate concrete section will cause
unnecessary efort and additional cost to LPL during repaving of the parking lot. Thus, LPL
requires,at a minimum, that the following surface completion procedures be followed:
I. LFR shall place a minimum of 6-inches of Caltrans Class It aggregate base and compact the
aggregate base to a minimum of 95 percent relative compaction per ASTM D1557. LFR
shall employ a compaction method that does not disturb or displace existing conditions
surrounding the abandoned well site. Optimum moisture content of the aggregate base shall
be maintained to attain the required compaction density_ Aggregate base shall be placed in
the excavation to a compacted depth of 3 inches below the finished paving elevation. LFR
shall place and compact the aggregate base in accordance with Caltrans Section 26. LFR
shall retain an independent geotechnical testing contractor to conduct the compaction
testing. LFR shall re-compact failed area(s)until all areas meet or exceed the specified
density_
2_ LFR shall place and compact a minimum of 3 inches of ashphalt concrete conforming to the
requirements of Caltrans Section 39 for Type B asphalt concrete. LFR shalt verify that
finished pavement gradients and elevations match the surrounding parking area elevations
and grades. LFR shall compact the asphalt concrete by vibratory compacting and/or rolling
to a minimum of 95 percent relative compaction per ASTM D2950. LFR shall remove and
repave the failed arca(s)until all areas meet or exceed the specified minimum densities and
conditions.
C:IOFFICE1WPWINWROIECrS1(VINVSWORKPLANIC.FTTERSriet102t97.wpd
102 Flood Court,Folsom,California 95630 Tel.(916)351-9327;Fax(916)351-9357
