(LFR) is <br /> On behalf of the Settling D Cleaning ( ), ( <br /> g ry <br /> confirming that the Lincoln Unified School District has granted access, during the period of <br /> March 29 through April 6, 1997, to drill and sample one "pilot' soil boring and two groundwater <br /> monitoring wells at Lincoln Elementary School, located at 818 West Lincoln Road, Stockton, <br /> California. As you discussed with my colleagues, Sarah Raker, on Thursday, February 27, 1997, <br /> and Adam Klein, in December 1996, the SDCDs are investigating certain hazardous substance <br /> contamination in groundwater and soils that is associated with historical dry cleaning operations at <br /> the nearby Lincoln Center. This work is being performed pursuant to several orders of the United <br /> States District Court, Eastern District of California, in the case Lincoln Prop r i Ltd., v. <br /> Norman Higgins.-et al., Case No. CV-S-91-760-DFL-GGH. The work is being performed under <br /> the oversight of Lincoln Properties, Ltd., the owner and manager of portions of Lincoln Center, as <br /> well as the California Regional Water Quality Control Board, Central Valley Region and the San <br /> Joaquin County Public Health Services Environmental Health Division (SIC PHS/EHD). The <br /> enclosed "Lincoln Center Fact Sheets" describe the background and pending investigation at the <br /> Lincoln Center site. The environmental investigation is being conducted as described in the "Work <br /> Plan for Environmental Investigation," dated September 23, 1996 ("the RI/FS Work Plan"), which <br /> is available for review at the Margaret Troke Branch of the Stockton Public Library,.located at 502 <br /> Benjamin Holt Drive, Stockton, California. <br /> As part of the environmental investigation at the Lincoln Center site, the SDCDs will be <br /> monitoring and sampling groundwater at several proposed off-site locations. These off-site <br /> locations are required to evaluate the lateral extent of any contamination that may be present in the <br /> groundwater as described in the RI/FS Work Plan. The cone penetrometer testing and push-in <br /> polyvinyl chloride borings previously installed in the parking lot in December 1996 allowed us to <br /> approximately locate the lateral extent of hazardous substances in the area of Lincoln Elementary <br /> School. To follow-up on these results, the SDCDs will need to install one pilot soil boring and two <br /> groundwater monitoring wells on a portion of the faculty parking lot at Lincoln Elementary School <br /> (see enclosed figure).
