Mr. Perez, As I attempted to communicate with you by telephone on February 3, 1997, PHS/EHD does not issue drilling permits, authorizing C-57 licensed contractors to perform work on property, until permission from the property owner is granted. The field work has been approved by the Central Valley Regional Water Quality Control Board. The Central Valley Regional Water Quality Control Board is providing lead regulatory oversight pursuant to an order by the Eastern District of California Federal Court. Once PHS/EHD has received the San Joaquin County Pubic Works Department's approval and any necessary Public Works permits, PHS/EHD will issue the drilling permit to perform work on San Joaquin County's property or right-of-way. I have enclosed a copy of the PHS/EHD permit application indicating the proposed borings' location. As always, PHS/EHD endeavors to work cooperatively with other agencies in service to the public.
