Prepare workplan and install extraction wells <br /> and a treatment system for "interim" removal and <br /> treatment of contaminated groundwater from the site . <br /> 4 . Prepare workplan for additional off-site <br /> investigation of contamination. <br /> 5 . Prepare time line for completion of Remediation <br /> Investigation and Feasibility Studies ("RI/FS") to your <br /> office for preparation of an Order. <br /> At this time we are proceeding with all items outlined <br /> above except Item 3 . The impetus for proceeding with Item 3 <br /> was the need to minimize potential damage to the public <br /> health or welfare or to the environment. At the time of our <br /> meeting, the City of Stockton and San Joaquin County were not <br /> scheduled to receive any surface water supply from their <br /> municipal water supplier Stockton East Water District because <br /> of the severe drought. As a result, the City was scheduled <br /> to pump its municipal well #11 continually during the summer <br /> of 1991 . This well, as you know, is the down-gradient <br /> drinking water well which is closest Lincoln Village Center. <br /> We had expressed serious concern with the affect of this <br /> pumping on the plume and that it might create an imminent <br /> threat to public health or welfare and the environment. As a <br /> result, we had proposed the "interim removal action" as a <br /> method to minimize the movement of the plume from the site. <br /> Because of the March rains, Stockton area water <br /> suppliers (including the City of Stockton and San Joaquin <br /> County) will receive a full supply of surface water during <br /> 1991 . Consequently, it is our understanding that the City of <br /> Stockton will not be pumping well #11 during 1991 . We are <br /> obtaining written confirmation of this fact from the City. <br /> This change in circumstances has eliminated the immediate <br /> need to pursue the interim removal action, and at this time <br /> we will not be submitting a workplan for this interim removal <br /> and treatment action. <br /> We are, of course, concerned with any continued movement <br /> of the plume from the site. Since there is no current threat <br /> to the public health or welfare from the pumping of Municipal <br /> Well #11 , we believe the response action is best developed <br /> through the RI/FS process. Should the situation change, such <br /> a threat to public health or welfare becomes imminent, we are <br /> aware an interim remedial measure may be necessary at that <br /> time. <br /> COPY <br />
