CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. <br /> CLEANUP AND ABATEMENT ORDER <br /> FOR <br /> SIMS-GRUPE MANAGEMENT CORPORATION; <br /> LINCOLN PROPERTIES, LIMITED <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Ce ra lley Region, (hereafter <br /> Board) finds that: <br /> 1 . Sims-Grupe Management Corporationis the era Partner of Lincoln Properties, <br /> Ltd. , a limited partnership. All refere t incoln Properties, Ltd. in this <br /> Order is also reference to Sims-Grupe Mana m nt Corporation. <br /> 2. Lincoln Properties, Ltd. owns and ages Linco Village Center in Stockton, San <br /> Joaquin County. Finest Care Clea Ts, ed and operated by Mr. Monroe Hess, and <br /> Village Cleaners, owned and operaty Jack Alquist, are operating and have <br /> been in business at the shopping ce t since 1966 and 1961, respectively. Norge <br /> Cleaners, owned and oper by Ms. nnie Crosby and Mr. Bennie Heim, operated <br /> at the shopping center i 1987. L' colo Properties, Ltd. leases the shopping <br /> center buildings to %(dr ing businesses. All the dry cleaning businesses <br /> operate or operated n llage Center. <br /> 3. Sims-Grupe M ;nt, ation and Lincoln Properties, Ltd. are hereafter <br /> referred t0 ger. <br /> 4. Finest Care Mr. Monroe Hess, Village Cleaners, Mr. Jack Alquist, Norge <br /> Cleaners, Ms. rosby and Mr. Bennie Heim are hereafter referred to as Dry <br /> Cleaners. <br /> 5. The Lincoln Village Center is in Section 21, T2N, R6E, MDB&M. <br /> 6. Along Lincoln Village Center's western boundary are three municipal water supply <br /> wells owned and operated by the Lincoln Village Maintenance District (LVMD) , a <br /> special district in San Joaquin County. In 1985, the LVMD sampled the wells (LVMD <br /> Wells Nos. 1, 2 and 6) and found them to be contaminated with volatile organic <br /> compounds (VOCs) . A fourth unpolluted drinking water supply well , LVMD Well No. <br /> 4, lies adjacent to the southwest corner of the shopping center. <br /> 7. The highest VOC concentrations found in LVMD Well No. 1 were 120 micrograms per <br /> liter (µg/1 ) of tetrachloroethene (PCE) , 20 µg/l of trichloroethene (TCE) , <br /> 24 yg/l of trans-l-2-dichloroethene (1,2-DCE) and 4 µg/1 of 1-2-dichloroethane <br /> (1,2-DCA) . <br /> 8. In 1985, LVMD Well No. 1 was repaired, resealed, flushed, monitored for one year <br /> and returned to service. However, the well 's use was minimized because low levels <br /> of PCE (1 .8 yg/l in 1989) were again detected. In 1986, LVMD Well No. 6 was <br /> removed from service when PCE levels increased to 19.5 µg/1 , and in 1989 LVMD <br /> Well No. 2 was taken out of service when PCE levels were detected at 70 µg/l .
