Smith <br /> Lincoln Properties Limited <br /> 628 Lincoln Center <br /> Stockton, CA 95207 <br /> PCE POLLUTION IN GROUND WATER AT LINCOLN CENTER, STOCKTON, SAN <br /> JOAQUIN COUNTY <br /> As we stated in our meeting of 1 July 1937, the Regional Board is <br /> requiring Lincoln Properties Limited, owner of Lincoln Center in <br /> Stockton, to submit a workplan which details a proposed <br /> investigation of the ground water problem at that site. <br /> High levels of tetrachloroethene (PCE) and trichloroethene (TCE) <br /> in ground water have forced the closure of two municipal supply <br /> wells adjacent to Lincoln Center at various times over th6 past <br /> several years. The most likely source of the PCE and TCE has <br /> been identified as three dry-cleaning businesses operating in <br /> Lincoln Center (see attached memo) . <br /> We are very concerned about the ground water quality problem <br /> resulting from activities at Lincoln Center. In Order to <br /> determine the extent of contamination due to dry-cleaning <br /> solvents at this site, a ground water investigation must be <br /> undertaken to determine the source as well as the extent of the <br /> contamination at the site. <br /> Lincoln Properties Limited is required to submit a workplan <br /> detailing the tasks necessary to complete a ground water <br /> investigation at Lincoln Center. This report must be prepared by <br /> a Registered Civil Engineer, Certified Engineering Geologist, or <br /> Registered Geologist with experience in ground water <br /> investigations. <br /> We request Lincoln Properties Limited take immediate steps to <br /> cease any ongoing discharges of dry cleaning liquids or sludges <br /> to soils or the sewer system which may eventually contaminate <br /> ground water. <br /> A completed workplan is to be submitted to the Regional Board by <br /> 30 September 1987 . Details to be included in this workplan, as <br /> related at the 1 July 1987 meeting, are included in the attached <br /> memo. <br />
