In this <br /> phone call I told Smith that Lincoln Properties Limited would be <br /> required to conduct a ground water study to determine the source of <br /> contamination at Lincoln Center in Stockton. <br /> MEETING OF 1 JULY 1987 <br /> Regional Board staff present at the meeting besides myself were Antonia <br /> Vorster, Senior Engineer, and Scott Walker, Engineering Geologist who <br /> had conducted the AB 1803 study on this problem. Wil Smith and Dick <br /> Haines, of Lincoln Properties Limited, attended along with Thomas <br /> Shephard and Jeanne 2olezzi, from the law firm of Neumiller and <br /> Beardslee, and Jim Jenks of Leedshill-Herkenhoff Consulting Engineers. <br /> Laurie Cotulla, who has worked on this case for the San Joaquin Local <br /> Health District, and Eugene Delucchi, Deputy Director of the San Joaquin <br /> County Department of Public Works, also attended. <br /> Shepard said the meeting was requested to get background on the <br /> situation. Walker discussed the history of our involvement at Lincoln <br /> 'Center, reviewing the water quality analyses from the contaminated <br /> Lincoln Village wells, and the analyses of samples from sewer manholes <br /> nearby (see Regional Board memo of 21 July 1987) . <br /> Delucchi described the county's efforts to renovate Lincoln Village well <br /> no. l, and find the source of the contamination. The county flushed <br /> sewer lines on the Lincoln Center property within a 100 foot radius of <br /> well no. 1, viewed the lines with a video camera, and grouted joints in <br /> the sewer pipe. They found no large cracks through which contaminants <br /> may have escaped. They also inspected well no. 1 with a video camera, <br /> installed an inner casing, perforated the outer casing, and pressure <br /> grouted the well to provide a sanitary seal down to 80 feet,. <br /> Cotulla discussed the investigation she had completed on the sources of <br /> the contamination at Lincoln Center. She said that three underground <br /> tanks at the shopping center were identified. One of the underground <br /> tanks is on the premises of Norge Cleaners, and is abandoned in place <br />
