Lincoln Center Meeting -3- 22 July 1937
-Sampling for water quality. Protocol and methodology will
be explained in the workplan, as well as Quality
assurance/Quality control to be instituted during the
investigation.
-Domestic Well Sampling: Proposal to locate and
identify nearby wells which may be impacted by the
flow of contaminants from the Lincoln Center site.
Analyze samples from these wells with EPA Method
601.
4 . TIME SCHEDULE FOR IMPLEMENTATION OF WORKPLAN
5. CONCEPTUAL REMEDIATION PLAN
-Include time schedule for cleanup.
DISCUSSION OF WORKPLAN ELEMENTS
Cotulla noted that floor drains, and solvent still connected to the
sewer in the dry-cleaning establishments could be an ongoing source
of dry-cleaning chemicals to sewers. Source evaluation shculd
include these items. Cotulla also noted that several underground
tanks had been located on the property. These locations should be
identified as possible contaminant sources.
Regional Board staff emphasized that backfilled sewer excavations
are likely to be flow pathways for highly contaminated water.
Therefore, they should be included in the investigation.
Delucchi noted that the Lincoln Center sewer line has a sag near the
location where it crosses Benjamin Holt Drive. This implies that
waste sludges have accumulated there, acting as a source of
contaminants.
The meeting concluded with our commitment to send a letter to
Lincoln Properties Limited requiring a technical report, including a
workplan proposing future investigative work.
