LEEDSHILL•HERKENHOFF. INC. <br /> CHAPTER 1 <br /> ' INTRODUCTION <br /> ' In 1984, an active San Joaquin County Public Works municipal supply well <br /> (LVMD #1) located adjacent to Lincoln Village Shopping Center in Stockton, <br /> was sampled as required by the California Health and Safety Code Section <br /> 4026.2 ("AB1803") for volatile halocarbons and aromatic compounds. Results <br /> from these analyses and subsequent confirmation samples indicated the pres- <br /> ence of tetrachloroethene (PCE), trichloroethene (TCE) and trans-1,2-di - <br /> ' chloroethene (DCE) in concentrations exceeding California Department of <br /> Health Services (DOHS) recommended Drinking Water Action Levels. Lincoln <br /> Village Maintenance District, responsible for maintaining the Lincoln <br /> Village Shopping Center, San Joaquin County Public Works, responsible for <br /> the operation and maintenance of the County's municipal supply wells and <br /> ' sewer, storm drain and water utilities in County areas, and the Environmen- <br /> tal Health Division of the San Joaquin Local Health District (Environmental <br /> Health) , conducted a preliminary investigation to identify the possible <br /> ' source or sources of this contaminated well . The collected data and remedi- <br /> al action taken are discussed in detail in Chapter 2. In 1987, the Regional <br /> ' Water Quality Control Board, (RWQCB) requested Lincoln Properties, Ltd. , <br /> owners of Lincoln Village Center, to further investigate the identified <br /> sources of contamination to LVMD well #1 and identify the general extent of <br /> ' alleged groundwater contamination. Lincoln Properties, Ltd. , through the <br /> Professional Corporation of Neumiller and Beardslee, contracted Leedshill- <br /> Herkenhoff, Inc. (LH) to conduct the investigation. <br /> LH's Phase I workplan was primarily developed to provide the site specific <br /> hydrogeologic and background water quality data required to further investi- <br /> gate the possible source or sources of contamination identified by previous <br /> investigations, and to confirm the presence of PCE/TCE contamination near <br /> ' LVMD well #1. The workplan, which was approved by numerous agencies, in- <br /> cluding the RWQCB and Environmental Health, included installation and sam- <br /> pling of four shallow groundwater monitoring wells, and collection of raw <br /> sewage samples and soil samples from underneath various sewer lines. Soil <br /> samples were also obtained from beneath the existing concrete floor slabs at <br /> two current and one former dry cleaning establishments located within the <br /> ' Lincoln Village Shopping Center.
