LEEDSHILL•HERKENHOFF, INC.
Optical , Office Equipment Center, Pete's Paint Shop and The Gunsmith Shop.
' Soil samples which were collected during routine closure of two underground
storage tanks used by Lincoln Hardware and Pete's Paint Pot showed non-
detectable concentrations for EPA methods 601 and 602 constituents. Because
' of this previous investigation, LH's scope was limited to investigation of
the previously identified three dry-cleaning establishments.
' 2.6 Dry-Cleaner Operation
Currently, only two of the original three dry-cleaning establishments remain
in operation. Inspection of Norge Cleaners prior to its closing, determined
that PCE and TCE were used on site. In 1985, in response to closure of an
' existing underground storage tank located at the Norge Cleaners site, a
sample of residual fluid from within this tank was collected and analyzed.
' Results from the testing showed PCE at a concentration of 24 mg/l (ppm) and
TCE at a concentration of 0. 13 mg/l (ppm) . After testing, the tank was
pumped dry and filled with cement. Prior to physical closing of this tank
' in 1985, it had been out of service (essentially dry) for about ten years,
but had been in use for approximately fifteen years prior to that. In
October 1987, the concrete slab foundation of the former Norge Cleaners site
' was removed and several soil samples were collected and analyzed for PCE.
Low levels of PCE were detected in a few of the samples. The highest PCE
concentration of 2.82 mg/kg (ppm) was found in the soil sample collected
' near the underground tank. In May 1988, a soil sample was collected from
directly beneath the underground tank by slant boring. The sample did not
' contain any detectable concentrations of PCE or TCE. From January 1985 to
November 1987, Norge Cleaners had contracted out for the proper disposal of
sludge and used filters in compliance with existing regulations. However,
' prior to this date sludge disposal practices are unknown. The filter can-
nisters were disposed of in the trash. A solvent recovery unit (distilla-
tion unit) was active at this site until closure.
Village Cleaners, located north of Benjamin Holt Drive, has been owned and
operated by the current owner since 1979. In 1985, a new self-contained
' dry-cleaning unit was installed. With this unit, PCE is added directly into
the machine by the solvent distributor. All solvent recovery, distillation
' and residual sludge containment is handled internally in this machine.
Water used in the solvent distillation/recovery process, which is not in
direct contact with PCE, is discharged directly to the sewer.
