LEEDSHILL•HERKENHOFF, INC. <br /> CHAPTER 3 <br /> ' SITE INVESTIGATION <br /> ' Prior to initiating the field work at Lincoln Village Center, a field inves- <br /> tigation work plan was prepared and submitted to the RWQCB and Environmental <br /> Health for their review and approval . Approval of the plan by both agencies <br /> ' was obtained in the Spring of 1988. <br /> 3.1 Source Investigation <br /> ' The previous evaluation conducted by others identified three potential <br /> ' routes of entry by which PCE could enter the soil and migrate to the water <br /> table: (1) through the joints or cracks in the sewer pipe mains serving LVC, <br /> (2) through a leaking underground tank; or (3) through cracks or leakage of <br /> ' sewer drains or through cracks in the foundation at the three dry-cleaning <br /> establishments. Only one of the three dry-cleaners, Norge, had an under- <br /> ground tank on the premises. However, this tank had not been used in 10 <br /> ' years. A sample of residual water from within the tank did contain low <br /> levels of PCE and TCE; however, a soil sample collected underneath the tank <br /> tested negative for PCE and TCE. Other underground tanks known to exist at <br /> ' LVC were also eliminated as possible sources because soil samples collected <br /> from beneath these tanks also showed non-detectable PCE and TCE levels. <br /> ' Site inspection of the three dry-cleaning facilities indicated the concrete <br /> slabs to be continuous and in good shape. If a spill or leak of concen- <br /> trated PCE/TCE ever occurred in any of the dry-cleaners, it would only be <br /> possible for this material to enter the permeable bedding material under- <br /> neath the foundation through leaks in the joints of the sewer pipe, or <br /> through faulty or leaking connections of the drain to the sewer. This joint <br /> leakage could also allow water containing PCE/TCE to get into the bedding if <br /> t such contaminated water was ever discharged into the floor drainage system. <br /> In an effort to determine whether such leakage occurred at each of the <br /> dry-cleaners, soil samples were collected from beneath the concrete slab of <br /> ' each facility. Soil samples were collected at the Norge Cleaners site after <br /> the building and foundation were removed. Visual inspection of drain lines <br /> removed during excavation of the slab at Norge Cleaners revealed excessive <br /> 3-1 <br /> 1 <br />
