CLEANUP AND ABATEMENT ORDER -2- <br /> LINCOLN PROPERTIES, LIMITED <br /> LINCOLN VILLAGE SHOPPING CENTER <br /> SAN JOAQUIN COUNTY <br /> dry cleaning businesses in the Shopping Center and used tetrachloroethyl- <br /> ene (PCE) as a cleaning agent in their operations. <br /> 8. The Lincoln Village Center is in Section 21 , T2N, R6E, MDB&M. <br /> 9. Along the Shopping Center' s western boundary are three municipal water <br /> supply wells owned and operated by the Lincoln Village Maintenance <br /> District (hereafter LVMD) , a special district in San Joaquin County. In <br /> 1985, the LVMD sampled these wells (LVMD Well Nos. 1 , 2 and 6) and found <br /> them to be contaminated with volatile organic compounds (VOCs) . A fourth <br /> unpolluted drinking water supply well , LVMD Well No. 4, lies adjacent to <br /> the southwest corner of the Shopping Center. <br /> 10. The highest VOC concentrations found in LVMD Well No. 1 were 120 <br /> micrograms per liter (µg/1) of PCE, 20 µg/1 of trichloroethylene (TCE) , <br /> 24 µg/l of trans-l-2-di chloroethylene (1 ,2-DCE) and 4 µg/1 of 1-2-dichlo- <br /> roethane (1 ,2-DCA) . <br /> 11. In 1985, LVMD Well No. 1 was repaired, resealed, flushed, monitored for <br /> one year and returned to service. However, the well ' s use was minimized <br /> because low levels of PCE (1.8 µg/l in 1989) were again detected. In <br /> 1986, LVMD Well No. 6 was removed from service when PCE levels increased <br /> to 19.5 µg/l , and in 1989, LVMD Well No. 2 was removed from service when <br /> PCE levels were detected at 70 µg/1 . Due to contamination, and the threat <br /> of contamination to other water supply wells, the San Joaquin County <br /> Department of Public Works has proposed to abandon LVMD Wells Nos. 1, 2, <br /> 4 and 6. <br /> 12. PCE is a solvent commonly used in the dry cleaning industry. TCE, 1,2- <br /> DCE, and 1 ,2-DCA are common breakdown products of PCE. The California <br /> Department of Health Services Primary Maximum Contaminant Levels are 5 <br /> µg/l for PCE and TCE, 10 µg/1 for trans-1 ,24CE , and 0.5 µg/l for 1 ,2-DCA <br /> 13. Sampling of sludges in the sewer lines under the Shopping Center by San <br /> Joaquin County in 1985, sampling of soil around and under sewer laterals <br /> originating at the dry cleaning establishments in 1988, and the results of <br /> a soil gas survey conducted in September 1989 have confirmed that the PCE <br /> contamination is from the dry cleaning operations. Some of the ground <br /> water pollution resulted from discharges to the sewer lines. <br /> 14. Sewer lines underlie the Shopping Center. Sewer lines off-site and <br /> adjacent to the Shopping Center property boundaries are owned by the San <br /> Joaquin County Department of Public Works and are maintained and operated <br /> by LVMD, with personnel of the Department of Public Works. LVMD pumps all <br /> sewage from the Shopping Center to the City of Stockton Main Water Quality <br /> Control Plant. <br />
