` l STATE OF CALIFORNIA • •
PETE WILSON. Governor
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD—
CENTRAL VALLEY REGION
3443 ROUTIER ROAD, SUITE A
SACRAMENTO. CA 95827-3098 ,
PHONE: (916) 361-5600
FAX: (916) 361-5686
19 September 1991
Mr. Wilbur Smith
Lincoln Properties, Ltd
374 Lincoln Street
Stockton, CA 95207
GROUND WATER MONITORING PROGRAM, LINCOLN VILLAGE CENTER, STOCKTON, SAN JOAQUIN
COUNTY - CASE NO. 3002
We have reviewed your 16 August 1991 proposed ground water monitoring program
for the Lincoln Village Center in Stockton. The proposed program consists of
the following elements:
• Quarterly depth to ground water measurements in all monitoring wells
(MWs) ;
• Quarterly sampling and analysis for EPA Method 601 constituents of 12
MWs completed in the shallow zone, leaving the remaining seven wells
for annual monitoring;
• Quarterly sampling and analysis of five MWs completed at intermediate
depths, leaving one such well for annual monitoring;
• Annual sampling of the three MWs completed in deeper zones;
• Quarterly reporting of the sampling and analytical results, with
every fourth report summarizing the previous year's activities. The
quarterly reports will include ground water surface elevation
contours and gradients for each water-bearing zone.
We approve the sampling program, subject to the following requests:
• Sample MW 18 quarterly, to more frequently assess the ground water
quality upgradient from the source. Pending the results of future
sampling and analyses of the ground water monitored by this well , the
frequency may be reduced in the future;
• Sample MW 30 semi-annually.
