CALIFORNIA REGIO WATER QUALITY CONTROL BOARD CablEPA
CENTRAL VALLEY REGION
0
Sacramento,
Roumento, Road, Suite 0
Sacramento, CA 95827-3098
Phone(916)255-3000
FAX(916)255-3015 - : r.., Pete Wilson,Governor
18 November 1997
Mr. Robert Thompson
LeBouf, Lamb, Greene & McRae
One Embarcadero Center
San Francisco, CA 94111
REVIEWAND COMMENTS REGARDING RECENT SUBMITTALS,LPVCOLN CENTER,
STOCKTON, SAN JOA Q UIN CO UNTY
We are in receipt of a number of documents which have recently been submitted in support of the soil
and groundwater investigation at Lincoln Center, Stockton. The investigation is being conducted on
behalf of the"Settling Dry Cleaning Defendants" (SDCDs) under a federal Consent Decree. In addition,
staff recently attended a project update meeting and participated in a conference call to discuss the
remedial investigation schedule. This letter contains comments regarding staff s review of the recent
developments at Lincoln Center. A general comment is that the documents are well written and well
organized.
Public and Private Well Survey Report (21 July 1997)
1. The report states that no volatile organics compounds (VOCs) were found in the closest
downgradient municipal well, COS-11. This is not true. The lab sheet shows that chloromethane
was found at 0.76 4g/1.
2. Either the monitoring wells at the Chevron Station are to be included in the quarterly monitoring
events or additional wells shall be installed in this area.
3. The Exxon monitoring wells which contain 40-foot screens are not to be used in determining site-
wide water level elevations.
4. I concur with the conclusions and recommendations. When will this additional work be completed?
Second Quarter 1997 Monitoring Report(29 August 1997)
1. The quarterly reports are to include isoconcentration maps for PCE and total "Hazardous
Substances" (the five VOCs identified in the Consent Decree). Separate maps are to be prepared for
each individual water bearing zone.
2. The analytical results of all detected VOCs,not just the five "Hazardous Substances," are to be
presented in the data tables. The fourth quarter 1997 monitoring report (due by 15 February 1998)
is to contain an updated data summary table containing all detected VOCs.
Recycled Paper Our mission is to preserve and enhance the quality of California's water resources, and
ensure their proper allocation and efficient use for the benefit ofpresent and future generations.
