Lincoln Center - 3 - <br /> Proposed Phase I Interim Remedial Action Detailed Plan (31 October 1997) <br /> 1. The plan is well documented and very detailed. The SDCDs propose to install 17 groundwater <br /> extraction wells and 34 piezometers in a line parallel to Pacific Avenue. Groundwater will be <br /> extracted and treated by air stripping followed by liquid-phase granular activated carbon. Treated <br /> groundwater will be discharged to the storm drain under an NPDES permit. The plan is hereby <br /> approved. <br /> 2. LFR states that well MW-102 will not be added to the quarterly monitoring program. This sort of <br /> decision may only be made in consultation with staff. Unless discussed further, well MW-102 is to <br /> be included in the quarterly monitoring events. <br /> 3. As stated above, all detected chemicals are to be tabulated. -.0ft. <br /> 4. The NPDES permit will contain effluent limits for the petroleum chemicals which have been <br /> detected at the Chevron Station, Exxon Station, and possibly the Mobil Station. <br /> 5. The text contains information collected through September 1997, and field work continues to define <br /> the entire extent of the groundwater plume. <br /> 6. Staff are not commenting at this time regarding the applicability of the Applicable or Relevant and <br /> Appropriate Requirements (ARARs)which are listed in Appendix G. <br /> 7. The implementation schedule shows that the groundwater treatment system will be fully operational <br /> 34 weeks (8.5 months) after the IRA Detailed Plan is approved. Please keep us informed of the <br /> progress of system installation through the bimonthly letters and the progress meetings. <br /> Revised Remedial Investigation Schedule (5 November 1997 conference call) <br /> 1. We wish to be involved in all "meet and confer"meetings listed on the schedule. We understand <br /> that the meetings listed in the schedule are merely included as placeholders and that the meetings <br /> occur as needed. <br /> 2. The RI Source Investigation reportwill be submitted in January 1998. The Sequence 5 soil borings <br /> and Sequence 6 well installation activities will now be conducted as part of the Phase II IRA instead <br /> of the RI Source Investigation. <br /> 3. The proposed locations for the Sequence 5 soil borings and Sequence 6 well installations will be <br /> presented to staff in the Phase II IRA workplan. <br /> 4. Additional field work, beyond that described in the September 1996 Work Plan for Environmental <br /> Investigation,will be conducted as part of the Plume Perimeter Investigation. Proposed locations <br /> for well installation and CPT locations shall be submitted to staff in January 1998. <br /> 5. We agreed that LFR may collect an in-situ groundwater sample from the C zone upgradient of MW- <br /> 30 in lieu of placing an additional monitoring well in this location. <br />
