WASTE DISCHARGE REQUIREMENTS NO 98-062 -7- <br /> SETTLING DRY CLEANING DEFENDANTS <br /> LINCOLN VILLAGE CENTER <br /> GROUNDWATER TREATMENT SYSTEM <br /> SAN JOAQUIN COUNTY <br /> (4) The first TPE phase must demonstrate with a minimum of three consecutive <br /> samplings that the effluent quality meets discharge limitations. <br /> (5) The effluent water from the first TPE phase shall be held in the treatment system <br /> tank until the Board authorizes in writing the discharge of the water to the storm <br /> drain. <br /> (6) The second TPE phase shall not proceed until the Board staff concur, in writing that <br /> the first TPE phase effluent quality meets discharge limitations. <br /> (7) The second phase of the TPE shall be run at a minimum of 50 gallons per minute of <br /> extracted ground water for a minimum of eight hours. Treated water shall be <br /> discharged to an onsite holding tanks or to the sanitary sewer system. <br /> (8) Influent and effluent from the second TPE phase shall be sampled in accordance <br /> with the TPE monitoring plan in attached Monitoring and Reporting Program <br /> No. 98-062 and the results shall be reported to the Board. <br /> (9) The second TPE phase must demonstrate with a minimum of three consecutive <br /> samplings that the effluent quality meets discharge limitations. <br /> (10) The effluent water from the second TPE phase shall be held in the treatment system <br /> tank until the Board authorizes in writing the discharge of the water to the storm <br /> drain. <br /> (11) The third phase of the TPE shall be run at a minimum of 100 gallons per minute of <br /> extracted ground water and last a minimum of 32 and a maximum of 48 hours, and <br /> demonstrate that polluted groundwater has been extracted and treated and effluent <br /> water quality meets effluent discharge limitations. <br /> (12) The third TPE phase extracted groundwater shall be treated and may be discharged <br /> to the storm drain. <br /> (13) If Board review of the TPE monitoring determines that the treatment system effluent <br /> quality failed to meet discharge limitations, Board staff may approve repeated first, <br /> second or third TPE phases to allow demonstration that the treatment system meets <br /> effluent quality discharge limitations. <br /> (14) The extraction wells shall be pumped long enough to confirm that the groundwater <br /> pumps and water level shutoff devices operate properly. <br /> (15) Water entering and leaving the groundwater treatment system shall be monitored in <br /> accordance with the TPE monitoring plan in attached Monitoring and Reporting <br /> Program No. 98-062. <br />
