MONITORING AND REPORTING PROGRAM NO. 98-062 2- <br /> SETTLING DRY CLEANING DEFENDANTS <br /> LINCOLN VILLAGE CENTER <br /> GROUNDWATER TREATMENT SYSTEM <br /> SAN JOAQUIN COUNTY <br /> FULL SCALE OPERATION MONITORING <br /> INFLUENT MONITORING <br /> Influent samples shall be collected after the last connection before the wastes enter the treatment process. <br /> Influent samples shall be representative of the volume and nature of the influent. Time of collection of a <br /> grab sample shall be recorded. The following shall constitute the influent monitoring program: <br /> Constituents Units Tyne of Sample Sampling Frequency' <br /> Flow mgd Continuous <br /> VOCSZ µg11 Grab Monthly <br /> BTEXs µg/1 Grab Monthly <br /> Lead(total) µg/1 Grab Monthly <br /> Oxygenate Compounds 4g/1 Grab Monthly <br /> Sampling frequency starting with the first week of full-scale operation for influent sampling be daily for week one, <br /> every other day for week two, weekly for weeks three through twelve, and monthly beginning with week thirteen. <br /> 2 By EPA Method 601 or equivalent <br /> ' BTEX=analyses for benzene,toluene,xylene and ethylbenzene by EPA Method 602 or equivalent <br /> 4 By EPA Method 8260. All detected compounds shall be reported. <br /> EFFLUENT MONITORING <br /> Effluent samples shall be collected at the discharge prior to being discharged into the storm drain system. <br /> Effluent samples shall be representative of the volume and quality of the discharge. Time of collection <br /> of samples shall be recorded. Effluent monitoring shall include the following: <br /> Constituents Units Type of Sample Sampling Frequency' <br /> pH pH units Grab Monthly <br /> Specific Conductivity µmhoslcm Grab MonthlMonthl � <br /> VOCs 4g11 Grab y <br /> BTEX3 µg/1 Grab Monthly <br /> Total Petroleum Hydrocarbons 49/1 Grab Monthly <br /> Lead(total) mg/l Grab Quarterly' <br /> Oxygenate Compounds5 µg/1 Grab Monthly <br /> Sampling frequency starting with the first week of full-scale operation for influent and effluent sampling and for <br /> water level measurements in the extraction and injection wells will be daily for week one, every other day for <br /> week two, weekly for weeks three through twelve, and monthly beginning with week thirteen. <br /> By EPA Method 601 or equivalent. If any monthly sample contains detectable concentrations of volatile <br /> organic compounds above the practical quantitation limit(PQL)of 0.5µg/1,the Discharger shall immediately <br /> resample and reanalyze the effluent for the detected constituent(s), and shall continue sampling the effluent on <br /> a weekly basis until the constituent(s) concentrations are below the PQL. <br />
