(LFR) is <br /> requesting access to install extraction wells and piezometers on Lincoln Properties, Ltd. (LPL) <br /> property located at Lincoln Center in Stockton, California (Figure 1). This work is being <br /> conducted as part of the Phase I Interim Remedial Action (IRA) as described in the "Phase I <br /> Interim Remedial Action Detailed Plan, Lincoln Center, Stockton, California," dated February <br /> 27, 1998 ("the Phase I IRA Detailed Plan") and the "Work Plan for Environmental Investigation, <br /> Lincoln Center, Stockton, California," dated September 23, 1996, and revised October 15, 1997 <br /> ("the RI/FS Work Plan"). <br /> Field Activities <br /> A total of twelve extraction wells and ten piezometers will be installed on LPL property. Two <br /> extraction wells are being installed at the Chevron service station and access was requested under <br /> separate cover. Extraction well and piezometer installation methods are described in Section 5 of <br /> the Phase I IRA Detailed Plan and in Section 2.4 of the Field Sampling Plan (FSP; Appendix B to <br /> the RI/FS Work Plan). Weeks Drilling will install the extraction wells using the mud-rotary <br /> drilling method, similar to that used to install the B-zone monitoring wells at the Site. Spectrum <br /> Exploration, Inc., will install the piezometers using the hollow-stem auger method similar to that <br /> used to install the A-zone monitoring wells at the Site. <br /> The extraction wells will be completed below the ground or pavement surface and covered with <br /> 12-inch diameter well boxes installed at grade with bolt-down covers. These well boxes will be <br /> replaced later with 4-foot square utility vaults during the Phase I IRA construction and trenching <br /> work.
