Pacific Oversight & Management Corporation 615 Lincoln Center Stockton, CA 95207 Subject: Request for Property Access to Install Phase I IRA Extraction Wells and Piezometers, Lincoln Center, Stockton, California Dear Mr. Smith: On behalf of the Settling Dry Cleaning Defendants (SDCDs), Levine-Fricke•Recon Inc. (LFR) is requesting access to install extraction wells and piezometers on Lincoln Properties, Ltd. (LPL) property located at Lincoln Center in Stockton, California (Figure 1). This work is being conducted as part of the Phase I Interim Remedial Action (IRA) as described in the "Phase I Interim Remedial Action Detailed Plan, Lincoln Center, Stockton, California," dated February 27, 1998 ("the Phase I IRA Detailed Plan") and the "Work Plan for Environmental Investigation, Lincoln Center, Stockton, California," dated September 23, 1996, and revised October 15, 1997 ("the RI/FS Work Plan"). Field Activities A total of twelve extraction wells and ten piezometers will be installed on LPL property. Two extraction wells are being installed at the Chevron service station and access was requested under separate cover. Extraction well and piezometer installation methods are described in Section 5 of the Phase I IRA Detailed Plan and in Section 2.4 of the Field Sampling Plan (FSP; Appendix B to the RI/FS Work Plan). Weeks Drilling will install the extraction wells using the mud-rotary drilling method, similar to that used to install the B-zone monitoring wells at the Site. Spectrum Exploration, Inc., will install the piezometers using the hollow-stem auger method similar to that used to install the A-zone monitoring wells at the Site. The extraction wells will be completed below the ground or pavement surface and covered with 12-inch diameter well boxes installed at grade with bolt-down covers. These well boxes will be replaced later with 4-foot square utility vaults during the Phase I IRA construction and trenching work. The top of piezometers will be below the existing parking lot surface and completed with small, round well boxes installed at grade with bolt-down covers similar to the existing monitoring wells.
