011 Levine-Fricke-ReconENGIN
March 3, 1998 4111.36-004
via U.S. mail
Ms. Sarah Hart
Associate Superintendent
Lincoln Unified School District
2010 West Swain Road
Stockton, California 95207-4055
Subject: Request for Access to Install One Groundwater Extraction Well, One Piezometer, and
Conveyance Piping in the Lincoln Elementary School Faculty Parking Lot, 818 West
Lincoln Road, Stockton, California (Parcel Number 097-41-002)
Dear Ms. Hart:
On behalf of the Settling Dry Cleaning Defendants (SDCDs), Levine-Fricke-Recon Inc. (LFR) is
confirming that Lincoln Unified School District has granted access to drill and install one
groundwater extraction well and one piezometer (monitoring well) at Lincoln Elementary School,
located at 818 West Lincoln Road in Stockton, California, during the period of April 3 through
April 13, 1998. As you discussed with Chris Alger of LFR and Wilbur Smith of Lincoln
Properties, Ltd., on February 11, 1998, these wells are being installed as part of the construction
of a groundwater extraction system at Lincoln Center.
The wells will be installed in the faculty parking lot at the locations shown on the attached figure
during the Easter holiday. We are scheduled to begin work sometime between 8:00 a.m. on
Friday, April 3, and 8:00 a.m. on Monday, April 6, depending on the completion of drilling work
being conducted at Lincoln Center. Regardless, work will be completed by 7:00 a.m. on April 13.
We will provide more specific notification of the exact start date no later than 48 hours before the
start of work.
As you also discussed with Chris Alger and Wilbur Smith, a conveyance piping trench will be
installed in the faculty parking lot between the extraction well and the southern property boundary.
Construction of this trench will not be performed until after the Easter holiday because of
contractor schedules. The trenching work will therefore be performed at night between 10 p.m.
and 7 a.m. to avoid any impact on the use of the faculty parking lot during daytime hours. We will
provide at least 48-hours prior notice as to the start date for the trenching work and any additional
work necessary to complete the system. Once the entire groundwater extraction system is
installed, the SDCDs' will need access during nighttime hours over several weeks to make minor
adjustments to the equipment and to check water levels. We will coordinate the schedule for these
field activities directly with you well in advance of system startup.
Before conducting these intrusive field activities, any buried utilities that are present in the parking
lot in the vicinity of the well and trench locations will be located and marked on the asphalt to
1900 Powell Street, 12th Floor, Emeryville, California 94608-1827 • (510) 652-4500 • fax(510) 652-2246 • Offices worldwide
