The
Proposed Monitoring states Lincoln Trust will change the 15 October 1999 Periodic Groundwater
Monitoring Plan, Lincoln Center, Stockton, California, as follows: reduce sampling frequency from
• quarterly to tri-annual sampling, reduce reporting frequency from quarterly to semi-annual, discontinue
sampling in two monitoring wells, and reduce the number of samples from 210 to 99 a year.
The 8 January 2001 Proposed Revisions to Periodic Groundwater and NPDES Monitoring and
Reporting Activities changes sampling from quarterly to tri-annual and reduces the number of samples
from 210 to 117 a year. Based on Board staff s 19 July 2001 letter, Lincoln Trust now proposes only 99
samples a year in the Proposed Monitoring. The Proposed Monitoring does not allow for sufficient
monitoring of the plume extent. In the attached draft Monitoring and Reporting Program (MRP),we
have made seven changes to the Proposed Monitoring to provide sufficient plume coverage.
By 8 November 2001,please provide comments on the draft MRP. If you have any questions you may
contact me at (916) 255-3119.
DEVRA LEWIS
Environmental Scientist
Attachment
cc: Distribution List (attached)
•
California Environmental Protection Agency
¢d Recycled Paper
The energy challenge facing California is real.
