• CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> MONITORING AND REPORTING PROGRAM NO. 5-01 <br /> FOR <br /> LINCOLN CENTER ENVIRONMENTAL REMEDIAION TRUST <br /> MARK A. ADAMS, TRUSTEE <br /> STOCKTON, SAN JOAQUIN COUNTY <br /> The Lincoln Center Environmental Remediation Trust (Lincoln Trust) is a retail shopping center <br /> of approximately 30 acres bounded by Gettysburg Place, Pacific Avenue,Douglas Avenue, and <br /> Lincoln Elementary School with Benjamin Holt Drive running through the center of the site in <br /> Stockton(site). In 1984, contamination was detected in a municipal supply well at the western <br /> edge of the site. The contamination originated from the former dry cleaning and gas station <br /> facilities. There are approximately 20 structures for retail business and a majority of the property <br /> is covered by asphalt. Groundwater is about 25 feet below ground surface and is polluted with <br /> volatile organic compounds, such as tetrachloroethene,trichloroethene, cis- and <br /> trans-1,2-dichloroethene, and vinyl chloride. <br /> This Monitoring and Reporting Program (MRP) is issued pursuant to Section 13267 of the <br /> California Water Code and is designed to delineate groundwater contaminant plumes and <br /> determine whether remediation efforts are effective. The Discharger shall not implement any <br /> changes to this MRP unless and until a revised MRP is issued by the Executive Officer. <br /> • Prior to construction of any new groundwater monitoring or extraction wells, the Discharger shall <br /> submit plans and specifications to the Board for review and approval. Once installed, all new <br /> wells shall be added to the monitoring program and shall be sampled and analyzed according to <br /> the schedule below. <br /> GROUNDWATER MONITORING <br /> As shown on Figure 1, there are 31 A-zone monitoring wells, 16 B-zone monitoring wells, three <br /> C-zone monitoring wells, one water supply well, 22 piezometers, six monitoring wells associated <br /> with the former Chevron station(three are sampled by Lincoln Trust), and 12 monitoring wells <br /> associated with a former Exxon station(not sampled by Lincoln Trust). Monitoring wells <br /> MW-011A and MW-102A are not sampled due to their proximity to monitoring well MW-IOTA. <br /> The groundwater monitoring program for 52 of the monitoring wells and any wells installed <br /> subsequent to the issuance of this MRP, shall follow the schedule below. The volume of <br /> extracted groundwater also shall be provided in tri-annual monitoring reports. Reporting <br /> requirements in National Pollutant Discharge Elimination System Permit No. CA0084255 and <br /> Waste Discharge Requirements Order No. 98-062 shall be submitted under separate cover as <br /> specified. Sample collection and analysis shall follow standard EPA protocol. <br /> • <br />
