CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION Ns,,IRop��{,ENT IJIE I 1 fI <br /> rte <br /> MONITORING AND REPORTING PROGRAM NO. �21 C2; 3' <br /> CALIFORNIA WATER CODE SECTION 1 <br /> FOR <br /> LINCOLN CENTER ENVIRONMENTAL REMEDIATION TRUST <br /> LINCOLN CENTER <br /> SAN JOAQUIN COUNTY <br /> This monitoring and reporting program (MRP) incorporates requirements for monitoring of the progress <br /> of the groundwater remediation pilot study. This MRP is issued by the Executive Officer of the <br /> California Regional Water Quality Control Board, Central Valley Region (Regional Board)pursuant to <br /> California Water Code Section 13267. The Lincoln Center Environmental Remediation Trust (hereafter <br /> referred to as Discharger) is required to comply with this MRP. The Discharger shall not implement any <br /> changes to this MRP unless and until a revised MRP is issued by the Executive Officer. <br /> All samples shall be representative of the volume and the nature of the discharge and matrix of the <br /> sampled medium. The time, date, and location of each grab sample shall be recorded on the sample <br /> chain of custody form. <br /> PILOT STUDY GROUNDWATER MONITORING <br /> A. LABORATORY ANALYSES <br /> 1. The Discharger will install five monitoring well clusters for the proposed pilot test. The <br /> locations of the monitoring well clusters and their designations are shown on Attachment 1. <br /> 2. Prior to the pilot test, the Discharger will perform a de-ionized water extraction test (DI WET) on <br /> the granular zero valent iron (GZVI) powder and perform an analysis on the extracted solute using <br /> appropriate methods to determine the soluble levels of the trace elements contained in the GZVI <br /> other than iron. Attachment 2,provides a list of the trace elements found in the GZVI powder to <br /> be used in the pilot test and, where applicable, the water quality objective for those elements. If <br /> the DI WET test and solute analysis results contain levels of soluble trace elements in excess of the <br /> water quality objectives, then discharger will perform laboratory analysis of groundwater samples <br /> collected from the nearby downgradient monitoring well, MW-006A, for those elements in <br /> addition to the laboratory analysis required in Table 1,below. <br /> 3. Monitoring of the pilot study will consist of laboratory analysis of groundwater samples collected <br /> from PT-1/2, PT-3/4, PT-5/6, PT-7/8, PT-9/10, MW-006A, and MW-100A. Table 1, below, <br /> shows the constituents for which the samples are to be analyzed, the EPA analytical methods to be <br /> used and the sampling frequency for pilot test. These analyses shall be completed by a California <br /> State certified laboratory and shall follow standard EPA protocol. <br />
