Our concurrence with the recommended alternative will be dependent <br /> upon the successful results of such a pilot scale study. LCERT should submit a work plan for the <br /> pilot scale studies along with a"Report of Waste Discharge"which will initiate our preparation <br /> of Waste Discharge Requirements for the study. Upon completion of the pilot scale study, the <br /> document will need to be revised to include the results of the studies. <br /> Prior to LCERT revising the ITS,we should meet to discuss and clarify the technical and legal issues <br /> raised in this letter.
