Lincoln Center, Stockton • <br /> Revised Draft Feasibility Study - 3 - February 13,2003 <br /> • continued natural attenuation of the B-zone groundwater beneath Lincoln Center. <br /> However, the feasibility of A-zone groundwater source reduction still needs to be investigated. <br /> A pilot study of the effectiveness of granular zero-valent iron injection and pneumatic fracturing <br /> technology is proposed. Our concurrence with the recommended alternative will be dependent <br /> upon the successful results of such a pilot scale study. LCERT should submit a work plan for the <br /> pilot scale studies along with a"Report of Waste Discharge"which will initiate our preparation <br /> of Waste Discharge Requirements for the study. Upon completion of the pilot scale study, the <br /> document will need to be revised to include the results of the studies. <br /> Prior to LCERT revising the ITS,we should meet to discuss and clarify the technical and legal issues <br /> raised in this letter.
