R5-2005-0144 (NPDES PERMIT NO. 0084255), SAN <br /> JOAQUIN COUNTY <br /> Staff of the Central Valley Regional Water Quality Control Board (Regional Board) has <br /> reviewed the subject report for the Lincoln Center Site in Stockton. The report is dated April <br /> 21, 2006 and was received by the Regional Board on April 24, 2006. Your consultant, LFR <br /> Inc., of Emeryville, prepared the report on behalf of the Lincoln Center Environmental <br /> Remediation Trust (the "Trust'). <br /> On February 18, 2006, bis (2-ethylhexyl) phthalate (DEHP) was detected at a concentration of <br /> 2.9 µg/L in one of two receiving water samples. The permit limit for DEPH at the down- <br /> gradient outfall sampling location in 14 Mile Slough is 1.8 pg/L. Monitoring prescribed in the <br /> permit for DEPH is conducted in accordance with the State Implementation Policy (SIP) <br /> promulgated in 2001. The purpose of the subject report is to comply with Provision E-2 of the <br /> 2005 Order by submitting a work plan and time schedule for performing a monitoring study to <br /> assess the DEPH contamination detected. In addition, the report includes a discussion of the <br /> occurrence of DEPH contamination, and identifies corrective action steps to implement in <br /> order to prevent DEPH contamination in the future. <br /> Staff concurs with the work plan, time schedule, and approach presented for evaluating the <br /> February, 2006 detection of DEPH in the down-gradient receiving water. If DEPH is not <br /> detected again above the permit limit after the collection and analysis of four quarterly <br /> samples, then no further evaluation is required. Documentation of the DEPH monitoring <br /> results in the various compliance reports as proposed is an acceptable format in which to <br /> verify that the DEPH detection had been resolved. <br /> California Environmental Protection Agency <br /> Va Recycled Paper <br />
