The report is
dated February 15, 2006 and was received by the CV Regional Board on February 16, 2006.
LFR Levine Fricke prepared the report on behalf of the Lincoln Center Environmental
Remediation Trust (the "Trust").
The purpose of this report is to summarize groundwater monitoring activities conducted at the
Site from July 1, 2005 through December 31, 2005. In addition, this report presents the 2006
schedule of groundwater monitoring and reporting activities, and associated
recommendations. Historically, monitoring has confirmed that tetrachloroethene,
trichloroethene, 1,2-dichloroethene, and vinyl chloride are the main constituents detected in
groundwater at the Site.
Based on verbal discussion between the Central Valley Regional Board and LFR in June
2006, it is recommended that Passive Diffusion Samplers (PD Samplers) be installed in all
groundwater monitoring wells included in the periodic groundwater monitoring program. Per
the manufacturer's recommendation, the PD Samplers will be installed at the mid-point of the
screen interval within each monitoring well, a minimum of two weeks prior to sample collection.
Staff concurs with the use of PD Samplers at the Site. However, in the event that data from
the PD Samplers looks anomalous, the following may be required: (1) re-evaluation of the
appropriateness of using this sampler type at Lincoln Village; and/or (2) return to traditional
methods of collecting groundwater samples for analysis of chlorinated solvents.
California Environmental Protection Agency
K5 Recycled Paper
