The letters are dated <br /> September 28, 2007, and were received by the Regional Water Board via email on September <br /> 28, 2007. LFR Environmental Consultants prepared the letter requests on behalf of the <br /> Lincoln Center Environmental Remediation Trust (the 'Trust'). <br /> The purpose of your letters are to request our concurrence with discontinuing groundwater <br /> extraction (GWE) at two wells (GWE-001 and GWE-002), abandoning one groundwater <br /> extraction well (GW-002), abandoning piezometers PZ-002A-1, PZ-002A-2, and PZ-003A, and <br /> discontinuing soil vapor extraction (SVE) and abandoning SVE at SVE-004. These requests <br /> are made in response to plans by property owners to expand the footprint of the World <br /> Savings building located near the corner of Benjamin Holt Drive and Pacific Avenue, and to <br /> expand the footprint of a building located in the northwestern corner of the shopping center. <br /> On July 12, 2007, groundwater samples were collected from GWE-001 and GWE-002 and <br /> analyzed for halogenated volatile organic compounds (HVOCs). Tetrachloroethene (PCE) <br /> was reported as not detected at a reporting limit of 0.13 µg/L. Staff concurs with your request <br /> to abandon GWE-002, and the piezometers, which were used to monitor drawdown from <br /> GWE-001 and GWE-002. Other piezometers that could be used to monitor GWE-001, if ever <br /> needed again in the future, remain unaffected by the building expansion. <br /> With respect to abandoning Soil Vapor Extraction (SVE) Well SVE-004, staff concurs with your <br /> request. However, first a final vapor sample should be collected from the SVE well before <br /> destruction, as the last vapor sample collected from SVE-004 was in July 2005. Although <br /> PCE was detected at a very low concentration of 29 parts per billion by volume (-197 µg/m3), <br /> a final record of the current concentration of PCE in that well should be obtained. <br /> California Environmental Protection Agency <br /> psi Rec_ecled Paper <br />
