(LFR) <br /> is requesting the Regional Water Quality Control Board's (RWQCB's) concurrence with the subject <br /> request. This letter was prepared at the request of Ms. Marie McCrink of the RWQCB during a <br /> site visit on August 7, 2007, which was attended by Ms. McCrink of the RWQCB and Don <br /> Bradshaw and Lucas Goldstein of LFR. As we discussed during this visit, the property owner has <br /> notified the Trust and is in the process of expanding the building located at Lincoln Center in the <br /> northwestern corner of the property (see attached figure) on the northern side of Benjamin Holt <br /> Drive. The footprint of the building and sidewalks would be expanded over this well location. This <br /> proposed expansion would require the abandonment of soil-vapor extraction (SVE) well SVE-004 <br /> located within the footprint of the building expansion. <br /> As discussed during the August 7, 2007 site visit, the Trust is not contemplating the replacement of <br /> the SVE well slated for abandonment. Extraction well SVE-004 was installed in 1999 as part of the <br /> Phase II Interim Remedial Action (IRA) and has been operated since 2005 in pulse mode with little <br /> or no rebound observed at this location, indicating complete vadose-zone remediation in the area of <br /> SVE-004 (Table 1). The most recent concentrations measured at this well were 29 parts per billion <br /> volume of tetrachloroethene. In LFR's opinion, well SVE-004 is no longer needed as part of the <br /> implementation of the Phase II IRA, and the remaining portion of the SVE system currently <br /> running in the area of Benjamin Holt Drive is for the purpose of controlling sparged vapors from <br /> the air sparging system (Phase IV IRA). Destruction of well SVE-004 will have no effect upon <br /> those remaining efforts. <br /> The abandonment of well SVE-004 will be completed by a licensed C-57 drilling company under <br /> the observation of an LFR geologist and San Joaquin County Environmental Health Department <br /> (SJCEHD) personnel. Before fieldwork is begun, a drilling permit for well abandonment will be <br /> obtained from the SJCEHD. At a minimum, the well will be abandoned in place with a cement- <br /> bentonite grout slurry placed from the bottom up using a tremie pipe.
