The report is dated June <br /> 9, 2007 and was received by the Regional Water Board via email only on June 9, 2007. LFR <br /> Levine Fricke prepared the report on behalf of the Lincoln Center Environmental Remediation <br /> Trust (the "Trust'). <br /> The purpose of the Draft Plan is to propose a detailed design for implementing Enhanced <br /> Reductive Dechlorination (ERD) to remediate elevated levels of tetrachloroethene (PCE) and <br /> its daughter products in the vicinity of the Bank of Stockton located due east of the Site. This <br /> area is hydraulically down gradient from the Site. The Draft Plan that we have received is an <br /> unedited draft, and a rapid review has been requested by the Trust. <br /> The Draft Plan presents the results of recently collected data to support the ERD design. The <br /> Draft Plan also appears to address most of the important issues on which we commented in <br /> our May 1 , 2007 letter review of the Focused Membrane Interface Probe (MIP) Investigation, <br /> which was dated March 29, 2007. However, the Regional Water Board requests a formal <br /> response to comments to our May 11 , 2007 letter be prepared and submitted by August 1, <br /> 2007 to ensure that all our issues have been adequately addressed. Following are the <br /> Regional Water Board comments on the Draft Plan. <br /> Application of ERD to the B Zone Groundwater. <br /> Our summary comment in the review of the March 29, 2007 MIP Investigation Results was <br /> that the entire A-zone aquifer, upper and lower, and the B-zone, should be included in the <br /> Phase V IRA Detailed Plan for ERD, and a detailed aquifer evaluation of geochemical <br /> parameters for ERD should be conducted.
