The report is dated
February 15, 2007 and was received by the CV Regional Board on February 16, 2007. LFR
Levine Fricke prepared the report on behalf of the Lincoln Center Environmental Remediation
Trust (the "Trust").
The purpose of this report is to summarize the groundwater monitoring activities conducted at
the Site from July 1 through December 31, 2006. In addition, this report presents the 2007
schedule of groundwater monitoring and reporting activities, and recommendations.
Historically, monitoring has confirmed that tetrachloroethene (PCE), trichloroethene (TCE),
1,2-dichloroethene (1,2-DCE), and vinyl chloride (VC) are the main constituents of concern
(CDCs) detected in groundwater at the Site.
Use of passive diffusion bags (PDBs) for sampling of groundwater monitoring wells has been
instituted in the semiannual monitoring program, as approved by the Regional Water Board.
In LFR's last semiannual monitoring report dated August 15, 2006, an evaluation of additional
PDB sampling was recommended at wells MW-107A and MW-201B to be conducted during
the December 2006 sampling event. The purpose of the additional PDB sampling was to
assess concentration variations along the screened intervals of the wells, and to calculate the
average concentrations representative of the water-bearing zone in each well. Based on the
analytical results collected during the study, LFR concludes that there is no significant
variation in concentrations of CDCs with depth along the screened intervals of the wells
studied, and that the use of a single PDB sampler is sufficient to assess the relative
concentrations of COCs in these monitoring wells. The Regional Water Board concurs with
LFRs conclusions about the PDB samplers and supports continued use of this type of
sampling for the Site.
California Environmental Protection Agency
Z15 Recycled Paper
