R5-2005-0144; NPDES PERMIT NO. CA0084255), LINCOLN CENTER, <br /> STOCKTON, SAN JOAQUIN COUNTY <br /> Staff of the Central Valley Regional Water Quality Control Board (Central Valley Regional <br /> Board) has reviewed the subject report for Lincoln Center (the Site), Stockton. The report is <br /> dated January 30, 2007. LFR Levine Fricke prepared the report on behalf of the Lincoln <br /> Center Environmental Remediation Trust (the "Trust'). <br /> The purpose of this report is to demonstrate compliance with the National Pollutant Discharge <br /> Elimination System (NPDES) permit, to summarize operation and monitoring activities <br /> associated with the groundwater extraction and treatment system (GWETS) at the Site, and to <br /> transmit the semiannual progress report for compliance with the Waste Discharge <br /> Requirements (WDRs) limitations. <br /> Based on Attachment 1 — Summary of Historical Effluent Results, it appears that interim <br /> effluent limits established in the 2005 Order No. R5-2005-0144, and the 2005 Time Schedule <br /> Order (TSO), No. R5-2005-0145, have not been exceeded in the GWETS effluent for <br /> Chromium IV, Arsenic, Barium, Iron, Manganese, and Ammonia (as Nitrogen). In addition, <br /> based on Attachment 2— Summary of Mercury Mass Discharged, all mercury data collected <br /> since the adoption of the 2005 Order using the "clean hands" method were consistently well <br /> below the Average Monthly Effluent Limit (AMEL). With respect to the levels of mercury being <br /> detected in the GWETS effluent, the Regional Water Board concurs that the concentrations <br /> likely reflect background concentrations. According to the 2005 Order and the 2005 TSO, <br /> interim limits are valid through March 2010. <br /> The Regional Water Board recommends that in the next Semi-Annual submittal, a brief <br /> statement of the progress on pilot testing and the projected implementing of groundwater <br /> remedies be provided with respect to meeting the 2010 final effluent limits for the groundwater <br /> extraction and treatment system. <br /> California Environmental Protection Agency <br /> (d Recycled Paper <br />
